This checklist covers England only. Scotland, Wales, and Northern Ireland have different rules and legislation.
HMO properties have additional requirements including fire doors, fire blankets, minimum room sizes, and management regulations. Check with your local council.
The Renters' Rights Act 2025 took effect on 1 May 2026. Section 21 "no fault" evictions are abolished and all assured shorthold tenancies have converted to Assured Periodic Tenancies. Tenants can now end any tenancy with 2 months' notice; landlords must use a Section 8 ground to seek possession.
Coming next: the PRS Database (registration mandatory from late 2026) and a Landlord Ombudsman (mandatory membership from 2028). Awaab's Law and a modernised Decent Homes Standard for the PRS will follow after consultation.
